Custom Print Service Failing: parameters need repair

After publishing a print service with custom layouts from ArcGIS Pro 3.1.3 to ArcGIS Enterprise 11.1, I received the following error when trying to print:

Error executing tool. Export Web Map : ERROR 000820: The parameters need repair. ERROR 000800: The value is not a member of Portable Document Format (PDF) | 32-bit Portable Network Graphics (PNG32) | 8-bit Portable Network Graphics (PNG8) | Joint Photographic Experts Group (JPG) | Graphics Interchange Format (GIF) | Encapsulated PostScript (EPS) | Scalable Vector Graphics (SVG) | Compressed Scalable Vector Graphics (SVGZ) | Adobe Illustrator Exchange (AIX) | Tag Image File Format (TIFF). ERROR 000820: The parameters need repair.

The workaround solution is to use ArcGIS Pro 2.9.1 to publish a print service to ArcGIS Enterprise 11.1 until bugs are resolved.

The bug documented here implies that using ArcGIS Pro 3.x to publish a print service to ArcGIS Enterprise 11.1 will work, which is not what I'm experiencing.

@TomThompsonEsriCA tagging you to confirm that this is still an issue ArcGIS Enterprise 11.1 with a documented error message.

Nice find. Out of curiosity, was the problematic custom print layout originally created in Pro 2.9.x? If so, was it ever edited and saved in Pro 3.x?
