Coded Domains not showing up on Feature Service

I have a Utility Network that I have been publishing to both ArcGIS Online and ArcGIS Enterprise 11.1 as a hosted feature service for viewing only/sharing externally.

The AGO variant has no issues showing the domains when loaded into a map in Pro. The version on ArcGIS Enterprise (same publishing process) does not seem to be aware the subtypes even exist, and the domains come thru as integers and do not show up properly. Will mention this only happens in Pro. In the web viewer, users can see what they need to see. I have checked to make sure the table properties in pro are set to show domain descriptions- to no avail.

Any thoughts on this one? I even tried publishing a new service to AGE and still no luck.

Also having this issue. Did you ever figure out how to fix?
