Hi I'am South Korea ArcGIS User Jin-tae Kim

I'm operating ArcSDE 9.1 with Oracle.
When I shut down Oracle DB, I met a Problem on ArcSDE

System Error Message: This SDE server does not support this client or operation,, Unable to start iomgr

ArcSDE is currently running with 2 accounts.

sde is Administrator Account and open as port 5151/tcp

sdekras is and Account and Open as port 5155/tcp.

The sde runs normally, but I face the above error when running with the sdekras account.

Does anyone know why?

It may be hard to find help with this one since 9.1 is a very dated version and has not been supported for at least 10 years.
