      <title>Index Service Configuration Failed</title>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;I'm trying to do a fresh install of Portal for ArcGIS on Windows Server 2016. The install goes fine but I keep getting an error when trying to create the portal site and initial admin account. I get an error saying "There was an error creating your initial administrator account. Index Service configuration failed. For more information, please view the log messages located in the content directory specified during setup."&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I have already tried uninstalling and reinstalling Portal on the server. I also checked the files from this thread&amp;nbsp;&lt;A _jive_internal="true" href="https://community.esri.com/thread/223779-i-cannot-create-a-portal-admin-account-with-arcgis-enterprise"&gt;https://community.esri.com/thread/223779-i-cannot-create-a-portal-admin-account-with-arcgis-enterprise&lt;/A&gt;.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I attached a screenshot of the error I'm getting as well as a copy of the log from Portal.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;If anyone has any ideas what the problem might be I would appreciate the help!&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hi Jonathan,&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I am hoping you can elaborate a bit on this.&amp;nbsp; I had Portal working just fine on a single core machine at version 10.6.1.&amp;nbsp; I attempted to upgrade to 10.7 using the ArcGIS Enterprise Builder and ran into the "Index Service Configuration Failed" error.&amp;nbsp; Is the two core requirement something that changed between these two versions?&amp;nbsp; I am having a hard time finding information about how many cores are needed to run Enterprise.&amp;nbsp; I see that for the Portal it is recommended to have 4 cores for 100 concurrent users, but my requirements are not even close to 100 users (more like 15 or so).&amp;nbsp; Any advice on the topic would be appreciated so I can justify resource upgrades.&amp;nbsp; Thanks!&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

At 10.7 and 10.7.1, you'll need two cores as a hard requirement. At 10.8, we've resolved that issue so you&amp;nbsp;&lt;EM&gt;can&amp;nbsp;&lt;/EM&gt;create/upgrade portal on a machine with one core, but in our documentation, we list the following requirements:&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;BLOCKQUOTE class="jive_macro_quote jive-quote jive_text_macro"&gt;&lt;SPAN style="color: #4c4c4c; background-color: #ffffff;"&gt;Processor: 2 cores minimum for development and testing, 4 cores minimum highly recommended for production systems&lt;/SPAN&gt;&lt;/BLOCKQUOTE&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;You'll see this in the documentation when 10.8 is released.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hi Jonathan,&lt;/P&gt;&lt;P&gt;I have fixed another problem, but ran into this error message.&lt;/P&gt;&lt;BLOCKQUOTE class="jive_macro_quote jive-quote jive_text_macro"&gt;&lt;P&gt;2020-02-26 18:20:03.002 UTC [10957] FATAL:&amp;nbsp; no pg_hba.conf entry for host "[local]", user "centos", database "centos", SSL off&lt;/P&gt;&lt;/BLOCKQUOTE&gt;&lt;P&gt;Seems to be a common issue with PostGres, and the recommendation seems to be as follows: &lt;/P&gt;&lt;BLOCKQUOTE class="jive_macro_quote jive-quote jive_text_macro"&gt;&lt;P&gt;Edit pg_hba.conf under Master data directory and make the following changes:&lt;BR /&gt;local all &amp;lt;user_name&amp;gt; trust &lt;BR /&gt;host all &amp;lt;user_name&amp;gt; 0.0.0.0/0 trust &lt;BR /&gt;host all &amp;lt;user_name&amp;gt; ::/0 trust&lt;/P&gt;&lt;/BLOCKQUOTE&gt;&lt;P&gt;Unfortunately, when I try that the pg_hba.conf file resets as soon as the "Create Portal" command, so the changes are undone.&lt;/P&gt;&lt;P&gt;Any help you can give me would be greatly appreciated.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Thanks,&lt;/P&gt;&lt;P&gt;Andrew&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

Couple things I need to point out though:&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;1) Modifying internal files is not supported and risky. The pg_hba.conf file was getting updated because Portal is expecting and writes certain contents to it&lt;/P&gt;&lt;P&gt;2) The &lt;EM&gt;&lt;STRONG&gt;2020-02-26 18:20:03.002 UTC [10957] FATAL:&amp;nbsp; no pg_hba.conf entry for host "[local]", user "centos", database "centos", SSL off&lt;/STRONG&gt;&lt;/EM&gt;&lt;STRONG&gt;&amp;nbsp;&lt;/STRONG&gt;errors are expected. Portal is checking the status of the database, but prior to 10.8, doesn't check with a username nor DB, so it assumes the install user. These can be ignored. This is fixed at 10.8.&lt;/P&gt;&lt;P&gt;3) The &lt;STRONG&gt;trust&lt;/STRONG&gt; setting allows you to connect to the database without a password, which is a security risk. Allowing anyone to connect from anywhere (0.0.0.0 and ::/0) is certainly not something you want to do.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;P&gt;&lt;EM&gt;Connection refused&amp;nbsp;&lt;/EM&gt;would indicate that the the index service is not running. Have you verified whether you see a java.exe process running on the machine? If not, the logs under &amp;lt;install directory&amp;gt;\framework\runtime\ds\usr\logs may help identify why it can't start. You can post some logs here, but these types of problems are a bit challenging to troubleshoot so it may be best to contact Support.&lt;/P&gt;</description>
