I believe those settings are for a Hosted Feature Service rather than a referenced feature service?

When you're running an enterprise geodatabase, you'd need to publish a map image layer with feature access, with the following options in Pro:

Bear in mind that this would be a specific service for that user (or users like them). You would need to set security appropriately for that user and group.

Hosted Feature Layer Views would be the way to go in a hosted model, but in registered services it has to be a specific service, unless you introduce third party security tools.

I'm running Enterprise 10.9.1. I have a user that I would like to give the ability to edit attributes, but not the geometry of a feature class. Am I able to do that using feature dataset privileges in my enterprise geodatabase?

In the settings for the Feature Layer in Portal - you could adjust those settings:

note: screenshot is ArcGIS Online, but should be very similar in Portal.
