    <description>&lt;P&gt;Hi, I recently upgraded my Enterprise from 10.8.1 to 10.9.1, following the upgrade all WebApps that contained the Analysis Tools Widget are displaying that the Analysis Widget is not configured.&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;All tools worked prior to the upgrade, the issue also appears in a new WebApps and regardless of the webmap used and the layers in it. &lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;Analysis tools work as expected in the Map Viewer.&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;Nothing is captured in the Server logs, or in the browser developer console. The issue occurs regardless of browser (Edge, Chrome, IE).&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;Has anyone seen this behaviour before? Any ideas on troubleshooting/fixes?&lt;/SPAN&gt;&lt;/P&gt;</description>

      <description>&lt;P&gt;Not sure if you figured this out already, but we were having the same problem. For us, the issue was the user role that the person accessing the application had; if they were anything below Publisher they would get this error, even though the tool is configured and has been used in multiple viewers (by us).
