Looks like Oracle 19.3c is supported. Which would include 19.x patch sets.

I do not see anything about 21.x version being supported at this time.

In myesri site, I observed that the Oracle 21.3 is already available.

Ok, I can understand that. But in the supported DBMS's for Oracle we do not list it: https://enterprise.arcgis.com/en/system-requirements/latest/windows/database-requirements-oracle.htm

My guess would be that we are providing the Instant Client since it is available to the public and backwards compatible. I do not have any insight into if and / or when Oracle 21c may (or may not) be supported.

Being that 21c is an Innovation Release it's life does not seem to be that long; https://support.oracle.com/knowledge/Oracle%20Database%20Products/742060_1.html
