Display video in pop up

I am working with a feature layer that has cameras. Ideally we would like to be able to have the pop up with the video clip displayed and allow us to click the play button. As in the picture below:

Currently I have a "click for live camera" and it opens another tab.

I did find the article where you can add an image, but I am at a loss.

Is there a way to display this in the pop up?

As a side note, this would eventually be for a dashboard

Did you ever get a responce? I am trying to do the exact same thing.
