I've seen this before when working in ArcGIS Server 10.7.1. We release a patch for it: A&lt;SPAN&gt;rcGIS Server 10.7.1 Text Drawing Patch and it was fixed in Enterprise 10.8.1 Could you confirm if you are working in this version of ArcGIS Server?&lt;/SPAN&gt;&lt;/P&gt;</description>
