To achieve this, I have downloaded the (Esri) *.mrf world elevation dataset and this works like a charm in Pro (2.8). Publishing this dataset to an elevation image service generates no errors but when adding the dataset as the 'ground layer' to the Scene viewer in the enterprise portal, there is no elevation.
