Hello
I realized that if I run the patchnotification from the task scheduler I always had an installation left to install.

So I ran the cmd file and discovered this

why doesn't it install?

The ArcGIS Server (10.8.1) Date Fields Performance Improvement Patch was made available on 26 May, 2021 PST.

Do you still see any uninstalled patch if you run the PatchNotification tool manually now? Esri keeps on releases patches to address multiple bugs and bring improvements/ enhancements for its products.

It could be bug. A similar bug was noticed earlier BUG-000123645

Alternate Solution:

Download and install the patch from the Esri Support site manually

for the sake of it I tried to upgrade through the gui and the same error appeared.

Yes, the same thing is occurring for for the Portal PatchNotification at 10.9. For me at least, the PatchNotification did not throw the remote URL error on the Server PatchNotification at 10.9. For DataStore at 10.9, unknown. There has not been any patches released for DataStore PatchNotification tool to try to download.

Please download the appropriate *.msp file from the website, not from the patch notification dialog.
