    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;Update: Still not working, but&amp;nbsp; I installed it on a workstation (windows 7), using the same domain admin, and it works fine.&amp;nbsp; The administrator immediately popped up after install with the choose/create site dialog box etc. It is after this point that the c:\arcgisserver folders are created, which is why I didn't have any yet.&amp;nbsp; Anyway, I don't know what this shows, except that it isn't the arcgis account (used the same one from the domain), and it isn't a browser problem (used both the local browser and backwards from the server). It's something specific to Server 2012, I'm guessing.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;I have installed Server 10.2.1 on a Win 2012 server. Everything runs fine during installation. When accessing &lt;/SPAN&gt;&lt;A href="http://localhost:6080/arcgis/manager/"&gt;http://localhost:6080/arcgis/manager/&lt;/A&gt;&lt;SPAN&gt;, I am immediately greeted with an endless "Please Wait" dialogue. I do not get a dialogue for login name. Going to &lt;/SPAN&gt;&lt;A href="http://localhost:6080/arcgis/"&gt;http://localhost:6080/arcgis/&lt;/A&gt;&lt;SPAN&gt; shows a normal looking server window (albeit with no content). &lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;This behavior is the same using fully qualified domains or ip addresses, using Chrome or IE, with firewall on or off, from an outside box or inside the server. It is also the same if I log in to the box as the arcgis user.&amp;nbsp; These are all the solutions I've found in other discussions.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Does anyone have any suggestions?&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

Also make sure you clear the cache and cookies for whatever browser you are using.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

Those directories may not have been fully removed when you uninstalled the first time, and could be causing a problem. It may also be worth checking to make sure the server user has full permissions on those directories after the install.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

This helps me figure out a few things. First, the hang is before the administrator does anything, including creating the c:\arcgisserver directories. Second, the domain user is ok and has sufficient priveleges. Third, it's not a browser problem because I can access the manager page both from the local workstation and the server, using all of the browsers I attempted to use earlier.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Interesting, but not helpful.&amp;nbsp; Still no server. &lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Any other suggestions?&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;Please go to the following directory on your ArcGIS for Server machine... &lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;...\arcgisserver\config-store\security\&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;and provide the contents of the security-config.json and toke-config.json files.&amp;nbsp; I'm curious to see the security values that exist in those files at this point in time.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Secondly, go to ...arcgisserver\config-store\web-adaptors\ and review your &amp;lt;servername&amp;gt;.json file in a text editor to see if the info inside it looks correct for your machine.&amp;nbsp; &lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Third, I imagine that you have tried disabling any antivirus software on your machine already.&amp;nbsp; I know you said you turned off the firewall (I think this might be the Windows firewall), but just to cover your bases I would recommend making sure that any third-party anti-virus software is turned off in case it contains firewall components as well.&amp;nbsp; &lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Lastly, it sounds like you have the permissions covered as far as the AGS config store and directories go.&amp;nbsp; But I think we discussed a domain account earlier in this thread; now I'm wondering, are you using that same domain account as the run-as account for the ArcGIS for Server Windows Service?&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;crafty762, I think you may be on to something... &lt;/SPAN&gt;&lt;BR /&gt;&lt;SPAN&gt;I got some inspiration from tech support, and finally figured out a work around. &lt;/SPAN&gt;&lt;BR /&gt;&lt;SPAN&gt;Basically, by going to &lt;/SPAN&gt;&lt;A href="http://localhost:6080/arcgis/admin"&gt;http://localhost:6080/arcgis/admin&lt;/A&gt;&lt;SPAN&gt; (which worked fine), I could access web based dialogs for creating a new site. These failed, but in the process they created the user and password security files you mention.&lt;/SPAN&gt;&lt;BR /&gt;&lt;SPAN&gt;After that, the arcgis/manage site worked, and I was able to configure from there.&amp;nbsp; &lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Tech support suggested using the api to create a site, but I wasn't able to get that to work either.&amp;nbsp; &lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Anyway, it is up and running now.&amp;nbsp; &lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Thanks all.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
