The server was unable to create a GIS service instance

Hi All,

ArcGIS Server showing below error message when trying to Start a stopped map service.

Service:	SampleWorldCities.MapServer
Startup state:	FAILED
Message:	com.esri.arcgis.discovery.servicelib.AGSException: java.lang.Exception: java.lang.Exception: The server was unable to create a GIS service instance. The exact cause is unknown. Please contact Esri Support for further assistance and provide the information from your logs.

We are seeing this issue only when Service account is used. But my admin id is used it's not showing.

I thought it may be the problem with permission. So, I provided full control on configu-store,Directory and

\Program Files\ArcGIS\Server. The account is added in he Administrator group.

We are using ArcGIS Server 10.3.1 with windows 2008.

Please let know your thoughts and suggestions.

Having this same issue on ArcGIS 10.3.1 (with all patches applied) but running on Windows 2012 R2.

Were you able to resolve?
