The legend doesn´t visible with Export Web Map Task (ArcGIS server 10.2)

In the GIS application we are developing a tool to export maps in PDF and JPG format.

For this purpose it is used : ArcGIS Server 10.2 and Printing Service Tools (specifically , Export Web Map Task ) The maps are exported to PDF using various mxd (A3 and A4 -portrait and landscape- ) and these appear as parameter ( Layout_Template ) of the Export Web Map Task.

The problem we are having is with the legend of this task . That is, the legend is visible or not depending on the number of items. ( For example , a legend with 15 classes draw it correctly but if you are 16 , the legend is not visible)

We have performed the steps indicating ESRI bug print on the web map export (http://support.esri.com/en/knowledgebase/techarticles/detail/40538) but the legend continues without appearing in the output. Furthermore, the quality of the legend, when the drawing, is not very good ( the solution´s bug does not work me )
