      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;What did you do to fix the original problem?&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;The "publishing failed" error typically means you'll see some errors in the Server logs.&amp;nbsp; Have you taken a look there yet?&amp;nbsp; Also, I see you're federation admin URL is set to a specific machine.&amp;nbsp; Do you have a multi-machine Server site?&amp;nbsp; If not, even if your Portal is HA, your deployment will still have at least one single point of failure in the single machine federated Server site.&amp;nbsp; You can refer to the &lt;A href="http://server.arcgis.com/en/portal/latest/administer/windows/ha-scenarios-web-gis.htm"&gt;deployment scenarios&lt;/A&gt; for examples.&amp;nbsp;&amp;nbsp;&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

If yes, then before you publish the service , in your ArcMap - Can you connect to the geodatabase so that it is Active ? Then try publishing again.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
