Changing minimum instances by python

I am trying to change the number of instances for a service using Python and the Administrator API. I'm using this example, ArcGIS Help (10.2, 10.2.1, and 10.2.2), as a guide. The minInstancesPerNode is set and passed within the Json. However, it doesn't seem to change the value when looking at the returned Json. Also when looking at the Json in Server, I do not see minInstancesPerNode. Is there something that I am needing to add to get this value up to set on the server. I know the example has not been updated for 10.2.2 as I have had to make many changes to get this far.
