Hi all,

I have a problem creating the arcgis server site (10.7.1) with the error:

"The server was unable to access the URL 'https://hostname.msdomain.gly:6443/arcgis/services"

To say it's about my 10th arcgis server installation. It was a pain but each time a success.

It's my second Enterprise installation with Builder. None has worked.

It looks like Portal has been installed correctly. But the Builder process has stoped at this stage. ArcGIS Server is installed but no site has been created.

https://hostname.msdomain.gly:6443/arcgis/services : I've never heard about this URI. Server cannot access but it doesn't existe. I know the https://hostname.msdomain.gly:6443/arcgis/rest/services URI.

Anyones have got an idea ?

ps: the rest is ok : https, certificat, licences, Windows Server 2016...

Finally I could find the answer in another question.

TLS 1.0 was disable for the user running arcgis server.

I've enable TLS1.0 in IE and site has been created successfully.
