I had no problem installing the service and creating the site, i also can access to the Manager (via localhost).

Problem is, when i start the map service SampleWorldCities located in the root folder and try to visualize it by pressing the button on the thumbnail i catch an error 500, the service is well started for information. Behind the associated log:

type="SEVERE" code="9003">Unable to process request. null

I activated the DEBUG logging mode and got the following without understanding quite what is happening:

java.lang.NullPointerException at com.esri.rf.RRequest.set(RRequest.java:224) at com.esri.client.app.templates.StaticResourceTemplate.setRequestAttributes(StaticResourceTemplate.java:157) at com.esri.client.app.templates.StaticResourceTemplate.handleResponse(StaticResourceTemplate.java:143) at com.esri.client.app.templates.StaticResourceTemplate.execute(StaticResourceTemplate.java:98) at com.esri.client.app.mapserver.MapServerHandler.mapserver(MapServerHandler.java:432) at com.esri.client.app.mapserver.MapServerHandler.service(MapServerHandler.java:89) at com.esri.rf.RServlet.service(RServlet.java:116) at javax.servlet.http.HttpServlet.service(HttpServlet.java:731) at org.apache.catalina.core.ApplicationFilterChain.internalDoFilter(ApplicationFilterChain.java:303) at org.apache.catalina.core.ApplicationFilterChain.doFilter(ApplicationFilterChain.java:208) at org.apache.tomcat.websocket.server.WsFilter.doFilter(WsFilter.java:52) at org.apache.catalina.core.ApplicationFilterChain.internalDoFilter(ApplicationFilterChain.java:241) at org.apache.catalina.core.ApplicationFilterChain.doFilter(ApplicationFilterChain.java:208) at org.apache.catalina.core.StandardWrapperValve.invoke(StandardWrapperValve.java:218) at org.apache.catalina.core.StandardContextValve.invoke(StandardContextValve.java:122) at org.apache.catalina.authenticator.AuthenticatorBase.invoke(AuthenticatorBase.java:505) at org.apache.catalina.core.StandardHostValve.invoke(StandardHostValve.java:169) at org.apache.catalina.valves.ErrorReportValve.invoke(ErrorReportValve.java:103) at org.apache.catalina.core.StandardEngineValve.invoke(StandardEngineValve.java:116) at org.apache.catalina.connector.CoyoteAdapter.service(CoyoteAdapter.java:442) at org.apache.coyote.http11.AbstractHttp11Processor.process(AbstractHttp11Processor.java:1082) at org.apache.coyote.AbstractProtocol$AbstractConnectionHandler.process(AbstractProtocol.java:623) at org.apache.tomcat.util.net.JIoEndpoint$SocketProcessor.run(JIoEndpoint.java:318) at java.util.concurrent.ThreadPoolExecutor.runWorker(ThreadPoolExecutor.java:1142) at java.util.concurrent.ThreadPoolExecutor$Worker.run(ThreadPoolExecutor.java:617) at org.apache.tomcat.util.threads.TaskThread$WrappingRunnable.run(TaskThread.java:61) at java.lang.Thread.run(Thread.java:745)

Also the service is not shown in the ArcGIS REST Services Directory (https://localhost:6443/arcgis/rest/services), only the folder Utilities is available.

I also notice on server start the following:

Failed to construct instance of service 'System/DynamicMappingHost.MapServer'.

With a basic license, I believe you can only publish read-only feature services. The default SampleWorldCities service is a dynamic map service, so your basic license may prevent it from working correctly.
