Service may be stopped or ArcGIS Server may not be running. Code: 500

Below is the Error when trying to publish service on arcgis server 10.3

it is taking long time to through this error

Error: Packaging succeeded, but publishing failed. ERROR 001369: Failed to create the service

When I try start the service I get below error

Error: Error handling service request : Could not find a service with the name 'Test/MapServer/Hydrants' in the configured clusters. Service may be stopped or ArcGIS Server may not be running.

Code: 500

Please help me to solve this issue

Hi Imtiyaz,

What OS are you using? Could you attach the Server log as well?

Windows Server 2008 R2

Below are snapshort of the arcgis server log and some of the already existing services are unstable and others are working fine.

Last time I tried to restart the ArcGIS Server local service, and all the services were down

So I recovered it recently from server backup.

Please suggest me.

There was a bug in ArcGIS Server 10.3, it fixed by below patch from ESRI
