    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;&lt;SPAN style="font-size: 12pt;"&gt;I have a map service published on ArcGIS for Server 10.2.2.&amp;nbsp; The map service is intended to be used in ArcMap.&amp;nbsp; Is there a setting for preventing ArcMap end-users from right-clicking on the map service in the table-of-contents, choosing "Create Layer Package" and downloading the data?&amp;nbsp; I would like to prohibit end-users from being able to download the map service data from within ArcMap.&amp;nbsp; &lt;SPAN style="line-height: 24px;"&gt;Changing the&lt;/SPAN&gt; map service options under &amp;gt;&lt;EM&gt;Capabilities&lt;/EM&gt; &amp;gt;&lt;EM&gt;Mapping&lt;/EM&gt; &amp;gt;&lt;EM&gt;Operations Allowed&lt;/EM&gt; are not prohibiting data downloading.&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN style="font-size: 12pt;"&gt;Thank you&lt;/SPAN&gt;&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
