ArcGIS Server Standard, WebMapServices aren't running after recycling process

I have this issue:

Although i have setup recycle process each 24hours, sometimes all WebMapServices are unavailable after this recycle process (approximately once a week). in Log file there isn't warning during recycle but this is shown later in log file...."Unable to process request. Error handling service request : Could not find a service with the name 'MapServer/vector_data' in the configured clusters. Service may be stopped or ArcGIS Server may not be running". All webMapServices are stopped but it's only result of some bug? i don't know why??? Is it bug? Something else? Please help
