Add Custom Symbols In Web Map Without Data

Please add the ability when creating web maps, to add custom symbols for a layer, without requiring the data already be in your data set.

I'm trying to create symbols for hurricanes by category based on the Active Hurricanes, Cyclones, and Typhoons data from the Living Atlas. When symbolizing by type, it seems that you can only add symbols if data for that type already exists in your data set. There aren't any hurricanes right now, so I can't create symbols based on the hurricane category.
