idea GeoEvent Server - Granular Permissions for Federated Servers in ArcGIS Enterprise Ideas

There I was trying to lock down a production GeoEvent server to reduce points of potential issues where I discovered that a Federated with Portal server will only allow roles with at least 1 administrator privilege to log in. Not only can they log in, they can tweak any setting to include the configured global settings. Not an ideal situation! So...the idea is:

Establish the capability in GeoEvent Server by which semi to full granular access can be established for federated users where Administrators can dial in specific settings allowing or preventing certain capabilities. Capabilities should include, being able to adjust settings on other GeoEvent Services, Inputs, Outputs, etc. It also should observe the Portal settings about being able to register a data store.
