Now there is the ability to configure <A href="https://enterprise.arcgis.com/en/portal/latest/administer/windows/configure-general.htm#ESRI_SECTION1_D28DC26205D642BB957F42BE1E8483D4" target="_blank" rel="noopener">Navigation Bar</A> visibility in the Enterprise portal, so that links can only be visible to those with the right capabilities.
