How to use AGS Rest API to update Server Object Extension (SOE) Configuration

Hi all,

According to the 10.3 ArcGIS REST API we can update a SOE's configuration/properties via REST.

I can't get this to work. I think there is a product bug with 10.3. I've tried the following, but it is not working.

The CURL was copied from Chrome Tools after testing out the end point on our local AGS.
