    <description>&lt;P&gt;I opened the tpk with 7zip and if you go into the v101/Layers folders you'll see the conf.xml. There you will find the scale for LevelID 17. I confirmed the levels by going into the _alllayers folder to see that the highest LOD was L17. If you were in another region with more LODs you would see more levels but in this region the highest is 17 which I also confirmed by comparing the TPK to the basemap.&lt;/P&gt;</description>

I am trying to use the "Download Map" option in Pro but the tile package which gets created does not show tiles beyond the 1:5000 scale even if I set the "Max scale for Tile Layers" to 1: 142 (the default). Any way to fix this? I know this is slightly off topic but without maximum available resolution the 3D scene I am creating will not be useful...&lt;/P&gt;</description>

      <description>&lt;P&gt;Hi,&lt;/P&gt;&lt;P&gt;Are you trying to take a large area offline? Based on the help it says "&lt;SPAN&gt;&lt;EM&gt;Each tile layer has a maximum number of tiles that can be taken offline. If your map covers a large area, the maximum tile limit will be reached at a given scale.&lt;/EM&gt;" so it appears that you are reaching a limit here and one way to verify is zooming in to a smaller area and see if you can get more tiles.       <description>&lt;P&gt;Hi,&lt;/P&gt;&lt;P&gt;It's probably best to clarify larger vs smaller...for me I zoomed in on a neighborhood using the World Topographic basemap and was able to take all zoom levels offline. I heard back from our Content Management Team and it looks like for the World Imagery there is a maximum export tile request of 150,000 tiles. This is specified here&amp;nbsp;&lt;A href="https://www.arcgis.com/home/item.html?id=226d23f076da478bba4589e7eae95952" target="_blank"&gt;https://www.arcgis.com/home/item.html?id=226d23f076da478bba4589e7eae95952&lt;/A&gt;&lt;/P&gt;&lt;P&gt;They did say that they are looking to add better messaging/error handling when the max tile count is reached. In your case it does seem to me all of it should download for 7sq km. If you want to create a bookmark at the location you are downloading the map and then send me the bookmark I can try on my end. In the case of utilizing a larger extent with a lower resolution you can edit the conf.xml to ensure the imagery displays at all zoom levels.       <description>&lt;P&gt;Nope there's nothing you're missing the max scale for this area is&amp;nbsp;&amp;lt;LevelID&amp;gt;17&amp;lt;/LevelID&amp;gt;&amp;lt;Scale&amp;gt;4513.9887049999998&amp;lt;/Scale&amp;gt; so you won't be able to view past this LOD. If you add this into ArcGIS Earth you will be able to continue to zoom in but the resolution will stay the same.&lt;/P&gt;</description>
