Feature Service Pop-up Not Matching HTML Configuration

I noticed that ArcGIS Earth doesn't allow a user to configure pop-ups for feature services. When I update the HTML pop-up configuration within the desktop map (ArcMap and ArcGIS Pro), the changes do not translate to ArcGIS Earth. How can I configure pop-up for feature services within ArcGIS Earth?

Thanks for the question. ArcGIS Earth does not support editing shapefile, feature service currently so that there is no way to edit the Pop-up yet.

If you want to get the same Pop-up settings from your feature service in ArcGIS Earth, you could add the portal item URL (such as https://www.arcgis.com/home/item.html?id=a24418dcd8964dff92ff538a2521a02f) of your feature service. If you add the original feature service URL (such as https://services1.arcgis.com/oC086ufSSQ6Avnw2/arcgis/rest/services/urlCSV_Swedish/FeatureServer), then the customize settings of the Pop-up will be lost, but the attribute table displays in ArcGIS Earth.

Thank you for the reply.

As our environment stands, we do not have Portal for ArcGIS installed. We will have to consider deploying it since this specific project contains private data.

*Using AGOL would require us to purchase a user license for every employee, or set sharing to Everyone (not possible since, again, this data is private).

There is a workaround if you want to use the same customized HTML Pop-up contents you configured in ArcMap/ArcGIS Pro. You could use the Layer to KML tool to convert your feature layer to a KML file, and then consume the KML file in ArcGIS Earth. ArcGIS Earth supports to display and edit KML natively. Hope this works a bit for you.
