Georeferenced TIF is off in longitude by 1/3 of a degree

Here is a download repository of georeferenced TIF for this bounding box:

North : 46,125 N

South : 46,0 N

East : 76,0 W

West : 76,25 W

https://diffusion.mffp.gouv.qc.ca/Diffusion/DonneeGratuite/Foret/IMAGERIE/Produits_derives_LiDAR/31K/31K01SE/

When I download the shaded DTM (MNT_Ombre_31K01SE.tif) and add it to ArcGIS Pro, everything is fine. The TIF is well georeferenced:

But when I add the same TIF to ArcGIS Earth, the raster is off in longitude by exactly 0.3333 degree:

There is no error in latitude. This bounding box and this TIF is just an example. Any other TIF of any other bounding box will have this 0.3333 degree error in longitude. Why does the TIF is OK in ArcGIS Pro but off in ArcGIS Earth ?

Thank you.

Interesting differences between Pro and Earth when it comes to interpret EPSG:2951

Pro

Earth

So Pro interpret the EPSG code and does a CM og -76.5. Earth provide a EPSG code of 0 and a CM of -76.8333. I would log that as a supportcase.

br

pH

The same 1/3 degree problem has been identified with EPSG:32198. The central meridian should be -68.5 not -68.8333333333333.
