What version is your ArcGIS Desktop (License Manager)?

For what it's worth, I've never been very successful with the RESERVE option. But the EXCLUDE and EXCLUDEALL in a combination with GROUP works well. I have tried the RESERVE and other options in many versions thru 10.4.1 (haven't tried with 10.5 license manager).

A sample of how I use the EXCLUDE and the GROUP option:

GROUP group1 username1 username2 username 3
GROUP group2 username4 username5 username 6
GROUP noArcINFO username7 username 8
EXCLUDEALL GROUP group1
EXCLUDE ARC/INFO GROUP noArcInfo

users in group1 will not be able to user any license manager software

users in group2 will not be affected --- don't have it in an excluded line

users in noArcInfo will be excluded from using ArcInfo/Advanced .....note, I have this setup but haven't had to use it.
