I just got hired at a company whos license is about to expire with a basic/standard arc license. Does the advance license unlock all of the tools and allow to create topology features in the GeoDB?

The folks I work with are engineers that use Google Earth all of the time for planning easements and such.

I have received kmz's of polygons, in this cases leases, that aren't fully closed. So the topology would allow me to quickly find the errors and then utilize the polyline to polygon tool.

click on each tool and go to Licensing Information at the bottom of the page. Each tool appears to be available at Standard and Advanced (not Basic).

N.B. you refer to a Basic/Standard license due to expire, the licensing levels are Basic, Standard, Advanced. This is also true in ArcMap.
