Did you get any answers to this question?

I have myself left ArcGIS Desktop due to all the improvements and new features that has come into ArcGIS Pro. Why not go over to ArcGIS Pro? Anyway, I would have studied this pages if you still use these versions for compatibillity with Python-versions: https://docs.safe.com/fme/2019.1/html/FME_Desktop_Documentation/FME_Workbench/Workbench/Python-Compatibility.htm . For 2021, just change the address to: https://docs.safe.com/fme/2021.1/html/FME_Desktop_Documentation/FME_Workbench/Workbench/Python-Compatibility.htm . Geodatabase versions used in ArcGIS Pro is also useful if going to read or write to it from FME: Client and geodatabase compatibility—ArcGIS Pro | Documentation
