Setup.exe Won't produce Pop-up Window

Hello!

I am trying to download ArcGIS 10.7.1 for Desktop Student Trial. After downloading ArcGIS Desktop and running the ArcGIS_Desktop_###.exe, I get a folder with Setup Files, Install.htm, and Setup.exe. When I run setup.exe, nothing seems to happen and I do not get a pop up window that tells me to install completely. If I try running setup.exe from the terminal I get the following message "bash: ./Setup.exe: Permission Denied"

I am not sure how to proceed in my downloading. If I try to download ArcGIS Desktop again from the download list, I am redirected to another website that says: "

An error occurred while processing your request.

Yes! It is a Dell Desktop.

Sorry! I just looked at the system again and it is a Ubuntu 18.04.5 LTS. should I download the system onto a windows operator or is there a way to download it to a Ubuntu computer?
