Thanks Dan,

its a trail version and it not passing the loading stage. it is not starting but just saying it could not find the licence,

You need to follow the instructions and register it first. Once that is done, you will receive a license

Have you followed these steps?

Install and authorize

Once the ArcGIS 10.4 for Desktop software download is complete, extract the installation files to a destination folder of your choosing. If you prefer, you can automatically launch the setup after the files have been extracted.
When prompted, select ArcGIS for Desktop Advanced (ArcInfo) Single Use. Click Authorize Now.
On the Authorization Options dialog, check the 'I have installed my software and need to authorize it' option and click Next.
Enter your authorization number: EVA123456789 (*Replace with the appropriate authorization no. in the mail), and click Next.
On the Authorize Software Extensions dialog, select 'I do not want to authorize any extensions at this time' and click Next. (Ten ArcGIS for Desktop extensions are automatically authorized with ArcGIS for Desktop Advanced (ArcInfo) Single Use, and therefore it is not necessary to authorize extensions at this step).
