      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;your screen isn't attaching.&amp;nbsp; If your respond to your thread, not via email notifications, but by clicking on the title. you should see a "Use Advanced editor" link to the top right of the thread you are writing in.&amp;nbsp; You have to use the advanced editor to see the Attach link.&amp;nbsp; When attaching, you must wait until it is fully loaded before you complete the post&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

Do you have any other products installed with a dependency on ArcGIS? Any software open / active during the install? After extraction, the system started installation and checking for system requirement before prompting this error message "Upgrade requirement not met" and the same message when trying to reinstall 10.3.1.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
