ArcGIS (10.4) Slow Loading on Windows 10

I have recently upgraded to Windows 10 and now opening ArcGIS (10.4) takes over a minute (1:36 last test) to load. I have tried all of the usual tricks (delete normal, uninstall all add-ins, etc) with no luck.

Has anyone else had this problem?

Edit: Windows 10 installation was an upgrade from Windows 7 on a 64bit machine. Windows was 'reset' after installation and all applications were removed. ArcGIS 10.4, ArcEngine 10.4, & Background Geoprocessing were installed after the Windows reset.

Running i5-3470 4/core, 8GB, 120GB SSD

Also, please describe the Windows 10 installation. 32-bit or 64-bit, and if it was an "upgrade" migrating existing applications or a bare metal install and follow-on installation of applications?

what is your hardware configuration? I would consider these minimum, not recommended

I have tried a repair with no luck. I notice that the splash screen appears to hang on the 'Initializing License' message so I thought to change the license server machine name to its IP address...the ArcGIS Administrator took almost 2 minutes to open. (the IP address change didn't help either)

V Stuart Foote goes into some great detail on how to potentially combat these issues (related to 10.1 but I would presume the same processes apply - mainly the deleting of folders and registry items).

Michael, I was querying the reference to ''license server'... which suggests that is the root of the issue. I use standalone installations and have never experienced no issues due to operating system upgrades. Perhaps Stuart has suggestions directed towards specifically.

Ahh...right...we use concurrent licensing. For what it's worth I was able to activate a single-use license for this machine with the same results.

Michael,

On Windows 10, I get a fully enabled ArcMap session in about 20 seconds from launch.

It may not be the issue for you, especially as you have checked a stand alone seat, but is there a firewall running on the license server? And, what port is the ArcGIS license pool responding at? I set mine up to still use TCP port 27004 for the odd 9.3.1 box still in service--but I always poke a hole in the license server firewall for 27000-27009. And on the clients I specify the server to be at 27004@FQDN (though by IP saves a DNS lookup).

Without the open range to the FNP service default 27000-27009 range, there can be considerable latency while the FNP clients ping the server for service--but have to wait for time-out to expire when firewall blocks.

If you can arrange with your sysadmin to kill the firewall on the license pool server you can get a feel for if firewall induced latency is the issue.

Thanks Stuart...I am going to look into all of these...could there be something specific to Windows 10 causing the latency? Other machines in the office (running Win7 and 10.4 all hitting the same license manager) have 'no' issues. Startup is quick.

Michael, that why I was querying about standalone.. what I mean by that is a machine that has never participated in a shared environment at all. ie no license manager, just a download install of ArcMap locally installed.

A note: I recently started debugging an ArcGIS engine app that I have that was failing on the license initialization...(the reason is that I had not switched back to concurrent use from the single-use license). After I switched back to a concurrent license all works fine, but, I put a break point on the license initialization portion and the app hangs (for about a minute and a half) which leads me to believe it's definitely an issue with the license manager communication.

It appears that after 10.1 you cannot start arcmap.exe with the /log option...does any one know a why to log (or at least trace somehow) the start up?

Michael,

The "log" generated has never been especially verbose. But steps of KB44620 remain functional for the 10.4 release. What folks often miss is that the account running ArcMap.exe /Log must be able to write into the install directory where the executable resides and the log will be generated.

For more "complete" log details, you'll need to run sysinternals Process Monitor and filter.

Yes.../log shows no useful info. Sysinternals hasn't shown anything conclusive yet....only that the time line appears to be about 1.5 minutes to startup. This is all the same with windows firewall turned off ...port 27000 is used.

Almost at the point of a total clean install of Windows 10.

Meaning the firewall was turned off on the license server, you're not referring to firewall on the client?

Otherwise any weirdness with your network traffic, native IPv6 or hybrid IPv4/IPv6 switches, what do nslookup and tracert reveal about the DNS lookup and routing from client to license server? And from license server to client? Any latency or odd routing?

Yes...I have full access to the license manager server....nothing has changed on our network. tracert/nslooup is normal and using the IP vs machine name doesn't affect anything. I turned off IPv6 on the client but it also had no affect. I'm really stumped....all other Windows 7 machines running 10.4, hitting the same license manager, start in less than 15 seconds. It looks like the only option is to do a clean install of windows and test.

Bummer, but last gasp before reloading the client workstation. Create a new local account with administrative privileges and Launch ArcMap from it. How does it do?

After much trial and error...I could not find a solution. Thankfully the built-in reset process in Windows 10 if very easy (other than the fact that you have re-install everything). I reset the Windows installation using the 'Remove and Clean' options and now all is working as expected. ArcMap starts under 20 seconds. Thanks all for the suggestions.
