According to TM Data Product Specification, "... a maximum of three languages shall be employed in the creation of a Topographic Map data product". In TM50 Product files, there is English-only template - TM50_Layout.pagx. Is there any commonly approved bilingual layout template for TM50? It doesn't matter which is the other language of the template.
