The following error message is encountered after configuring the scheduler database (stored within an Oracle 12c Enterprise geodatabase) for ArcGIS Enterprise 10.5.1

The Reviewer service was working after configuring through the data reviewer configuration utility. However, after the scheduler database is configured, the reviewer service will not start.

We have confirmed that a full version full version of the 64-bit Oracle database client software is installed on the server.

Does anyone have any suggestions on where to start with troubleshooting.
