Filter Not Applying to Popups

In a webmap, I have a polygon feature that has 2 fields configured with a custom attribute expression for popups. The 2 fields show the amount of points that intersect with the polygon, as well as a sum of a number field within the popups.

The points have a date field, and on my dashboard I have a date filter that filters those points. The filter works in removing the appropriate points, but the issue I am running into is that it does not filter the polygon's popup. I have another dashboard with similar functionality that is having the same issue.

I am using Enterprise 11.0.0. I reviewed some past posts on here where people were having similar issues. It seems like it was resolved in 11.0.0 according to the ArcGIS Enterprise 11.0 Issues Addressed List under BUG-000139152. I was hoping that someone may be able to either confirm that this is still an ongoing issue, or that maybe I am missing something obvious in my own workflow?
