other elements does not filtered when the map extent changed

Hi all,

When I zoom in and zoom out my map, it does not filter other elements.

Here is the screenshot of it. The indicator should display only 5 counts.

I've set the map actions to filter the indicator when the extent changed.

Here are other details:-

I'm using ArcGIS Enterprise 10.9
The data is a feature layer (non-hosted).
It needs to be updated daily, so I've set the layer to be 'Referenced' to the server when publishing it to the portal.

Kindly seeking advice on this matter.
