Sort select category by a custom order

It will be ideal if, besides providing the option to sort grouped values alphabetically (ascending/descending), the user was provided with the option to define the custom order for the categories.

In my scenario I have the following values: Central, North, West, South, and Statewide. I'd like to display this as follows:

Central
North
South
West
Statewide

This isn't possible at this time, and I don't think it will be smart to either save these entries as numeric values that can be relabeled, or adding a new field to accomplish it.
