Is there a setting on the feature service that needs to be enabled so it can filtered?

I've configured a dashboard with a feature url parameter to filter data shown in the dashboard. In the target options under Map, the only feature available to be filtered is the the FS from Survey123 even though there are other layers in my map (e.g. boundaries, roads,etc). What is the reason for this? Is there a setting that needs to be enabled on other feature services for them to appear as a target in the map?

Are the "missing" layers working correctly? Can you open the web map in another app, like Web AppBuilder - and can you query them? Another idea to check, have you checked if you have standardized queries enabled?
