ArcGIS Operations Dashboard Spatial Filter Proxy(?)

I am trying to use a spatial filter on a category selector. I have hydrants (points) and want to select them by areas of responsibility (polygons). The services that I am using are on our internal ArcGIS Server. When I try and use a spatial filter, I see a 400 error in the Chrome debugger about not being able to access the proxy.
