Category selector using defined values does not allow filter action by spatial relationship

I have a category filter set up to group various values together into one. The filter works great, but it does not allow filtering of other elements/layers based on a spatial relationship. Spatial is not an option when setting a filter action. Same goes for the URL parameter filter.

Is this intended behavior and/or is there a fix to this?

It looks like you have come up against the wall of what is available in dashboard filtering. I would strongly suggest creating an ArcGIS Idea to submit this enhancement request. https://community.esri.com/t5/custom/page/page-id/arcgis-ideas
