Looks like it's related to feature thinning as you zoom out. It stops drawing the smallest polygons, so they stop contributing to the indicator. I haven't encountered this or tested anything, but maybe try:

Create a different layer that is the polygon centroid points with the same attributes, and have that layer feed the indicator. Then you can turn on point clustering in the webmap, which should allow all the points to render as you zoom out, just inside a cluster.

Publishing the source data as a Map Image instead of hosted feature layer. No idea if this will change the thinning behavior, just spitballing.

You can limit zoom scale for certain apps, but I don't know if these can feed a dashboard.

Good luck!

Indicators tied to polygon layer not showing correct count of polygons. Counts decrease as more of the extent is shown. Note the purple and gray indicators do not change (expected) since they are tied to point layer. Only occurs when the items are publicly shared.

I've done everything I can think of to try and resolve this issue--created new indicators, created new web maps, created new dashboard, overwritten layer data. I called ESRI support and they seem to have no idea why this is happening. Seems to be a bug, but not sure. Any suggestions would be appreciated.

Thanks @BrennanSmith1 your first suggestion is a good one. I will experiment with this.

I wanted to note that after further investigation, I found this disclaimer in the map filtering tool for Dashboards:

"To ensure performance and scalability, map extent filters in public dashboards may produce approximate results in some scenarios. Map extent filters will produce exact results in private dashboards or dashboards shared to your organization. Learn more about map extent filters."

It looks like this is an issue ESRI is aware of.
