Operations Dashboard: Button to bulk "Add Targets" to an action

A button for adding in targets to an action in bulk would be incredibly useful for dashboards that have a large number of elements (gauges and charts on the dashboard).

Currently when configuring targets to an action, a user must click "Add Target", and then choose an available element from the list to add (see step 4 under "configure an action": https://doc.arcgis.com/en/operations-dashboard/help/configuring-actions-on-dashboard-elements.htm).

If they want to add an additional target to the action, they must repeat this step for each element. This adds up to a lot of unnecessary clicks when users have a lot of elements, which could be cut down by an "add all" or "bulk select" button in this menu.
