It would be great if we could download and host Operations Dashboards created through Portal or ArcGIS Online and host them on our own IIS Server, similar to Web App Builder.

This would be awesome, especially with the new ArcGIS Platform approach to accessing services.

I would really love this as well. Dashboards seems like a software that's perfect for the small tweaks self-hosting can enable.

Unfortunately, this idea is not a good fit for this product and how it is built/architected into ArcGIS Online and Enterprise. The developer edition of ArcGIS Experience Builder might be an option for the scenario(s) describe in this thread.
