This way the initial extent of the map would be focused on the current features you want to highlight in the dashboard. For example in a dashboard for road closures instead of using the extent of the map used in the dashboard, you could instead select a layer in the map setting within dashboard and it would zoom to the current road closures. There should be a new tab for map extent that allows you to select the layer and a % zoom.
