Collector for ArcGIS Feature Update Help

Is there a way in Collector for ArcGIS to lock spatial updates? Example: There is a database containing locations for stop signs and their attributes (Color, Condition, Size, Etc.). I want to have users with iPads be able to update the attributes to the stop sign that are already existing in the database but make users unable to update the spatial location of the stop sign as the iPads accuracy is not accurate enought. If a spatial update is needed the iPad users should be able to flag an attribute field "location verification from Trimble GPS needed". A Trimble GPS unit is used for location updates due to the increased accuracy. For new stop signs in the database users with the iPad users should be able to add the location of said stop sign but flag it as "location verification from Trimble GPS needed". Is a situation like this possible in Collector for ArcGIS?

I am not so sure about Collector but in ArcGIS Online, you can change the edit settings of your feature service to allow only the updating of attributes:

This may help restrict the location updates (and only allow attributes that you can type in, etc.).
