Tile packages not working Offline in Collector

I created three tile packages of NAIP imagery for different years (2012, 2014, and 2016) that cover the same exact area. I then was able to load them onto my smart phone and I can switch out the base maps and see them all when I use the Collector app online but when I try to go offline it won't let me switch out the basemaps it says "3 basemaps outside your work area not shown". When I try to select one of the created maps to act as the basemap when downloading the data. The screen blinks and then sends me back to the home screen.

Is this a bug or am I doing something incorrectly?
