Intersection Issue

I'm building a network of roads and I'm running into an issue with some of the intersections not building when I snap the road to a vertex. I drag the roadway endpoint to the intersecting road and it draws over the road instead of building a T-Intersection. Any thoughts?

Through a different post I was able to learn why the intersecting road did not create an intersection. The new road was on a different layer and therefore they did not mingle. To fix the problem I selected the 2 layers and under the Layer menu select Merge Layers. The intersection did not fix until I moved my vertex and reconnected it to the intersecting line.
